Rules and Regulations

TRAFFIC & PARKING
1. Tenants, their employees and visitors must abide by the traffic and parking rules in the Yard, including speed limits, stop signs, use of turn signals, traffic directional signs and overnight parking restrictions.
a. The Yard speed limit is 18 miles per hour.
b. Vehicles must stop for identification by BNYDC Security when entering and leaving the Yard.
2. All vehicles in the Yard must have current license plates, inspection stickers and a BNYDC vehicle identification sticker visibly displayed. Over night parking is not permitted in the Yard, unless prior arrangement is made with BNYDC security. Vehicles of violators will be stickered and/or towed at owners’ expense.
DISPOSAL OF TRASH AND USE OF COMMON SPACE
3. It is the responsibility of tenants to arrange for disposal of their refuse outside the Brooklyn Navy Yard. If it becomes necessary for BNYDC to remove and/or dispose of trash, pallets or other refuse, the responsible tenant will be invoiced for the cost of such removal. Repeated instances of such violations, obstructions or encumbrances shall be deemed a breach of Tenant’s lease and grounds for eviction.
4. Refuse or Tenant belongings may never be left in hallways, elevators, on loading docks or in other places where it may cause a fire hazard.
5. The sidewalks, entrances, passages, courtyards, elevators, vestibules, stairways or halls in the Yard shall not be obstructed or encumbered by Tenants or used for any purpose other than ingress and egress. Delivery of merchandise and equipment should be conducted in a prompt and efficient manner, using elevators and passageways designated for such delivery by BNYDC. Tenants shall cause Tenants’ goods, furniture, equipment, machines, cartons or other bulky material to be moved in or out of buildings using only the freight entrances and elevators.
6. Tenants in multi-tenanted buildings shall never load freight onto passenger elevators. Tenants shall not overload elevators. Repair of damage caused by abuse or misuse of elevators shall be paid for by tenants whose employees cause such damage.
7. No awnings, air conditioning units, fans, satellite dishes or other projections shall be attached to the outside of buildings in the Yard without prior written consent of BNYDC.
8. No sign, advertisement, notice or other lettering shall be exhibited, inscribed, painted or affixed by tenants on any part of the outside of buildings in the Yard or on the inside of buildings if the same can be seen from the outside of the buildings without the prior written consent of BNYDC, except that the name of Tenant may appear on the entrance door of each tenant’s premises. Interior signs on doors and directories shall be of a size, color and style reasonably acceptable to BNYDC.
9. Water and wash closets and other plumbing fixtures shall not be used for any purpose other than those for which they were constructed. No sweepings, rubbish, rags, acids, paints or other similar substances shall be deposited in any water closet or plumbing fixture.
10. Tenants shall keep the entrance door to their premises closed at all times.
11. Tenants are responsible for materials they bring into and remove from the Yard, for their own delivery vehicles in the Yard, and for the vehicles of vendors and suppliers. Use of hazardous materials and petroleum products, as well as spills and discharges are the responsibility of tenants. If there is a discharge of hazardous materials or petroleum products in the Yard, the responsible tenant will be charged for the cost of its cleanup and removal, which will be in compliance with applicable local, state and federal laws and regulations.
IDENTIFICATION
12. All tenants of the Navy Yard and their employees must carry a current BNYDC identification card. The identification card must be presented to the security officers at the gates when entering the Yard, and to any security officer or BNYDC official when requested. Identification cards must be returned to BNYDC upon termination of employment at the Yard.
13. Everyone, whether employees of, or visitors to the Yard, must stop at the gates, and will not be allowed into the Yard until cleared to enter the Yard by BNYDC Security.
14. Personal and company vehicles belonging to tenants of the Navy Yard will be issued a sticker identifying them as owned by a Yard employee. The sticker is for that vehicle, and that vehicle only. Stickers must be surrendered upon termination of employment at the Yard. Company vehicles must have external markings identifying them as such.
RULES OF GENERAL BEHAVIOR
15. Consumption of alcohol is not permitted in outdoor or indoor common areas of the Yard.
16. Driving while under the influence of alcohol is not permitted inside the Yard.
17. Children under the age of 16 are only allowed in the Yard accompanied by an adult.
18. No animals of any kind shall be brought into or kept in the Yard except for seeing-eye dogs or service dogs.
NOTE
Tenants may be assessed charges for refuse in public spaces (indoors or outdoors) that is not removed daily from the Yard.

Individuals who violate any of the traffic rules are subject to temporary or permanent exclusion of themselves or their vehicle from the Yard.

Individuals who violate any of the Yard Rules and Regulations are subject to expulsion from the Yard and subsequent exclusion.
Brooklyn Navy Yard Traffic Rules
1. The speed limit everywhere in the Yard is 18 miles per hour.
2. All vehicles must stop at Stop signs and wait for oncoming traffic before proceeding.
3. Traffic lights at the perimeter of the Yard must be observed. There is no right turn on red allowed into or out of the Yard.
4. Right of way must always be yielded to pedestrians.
5. Turn signals must be used to indicate all turns.
6. Over night parking is not allowed in the Yard, unless specific arrangements are made with the Brooklyn Navy Yard Development Corporation. Violators are subject to vehicles being stickered and/or towed.
7. All vehicles in the Yard must have current license plates, inspection stickers and a BNYDC vehicle identification sticker visibly displayed.
8. All streets in the Yard accommodate one traffic lane in each direction. No passing is allowed on any Navy Yard street.
9. Personal and company vehicles belonging to tenants of the Navy Yard will be issued a sticker identifying them as owned by a Yard employee. Sticker is for that vehicle, and that vehicle only. Stickers must be surrendered upon termination of employment at the Yard. Company vehicles must have external markings identifying them as such. Violators are subject to loss of driving privileges in the Yard.
10.

Traffic rules will be strictly enforced. Tenants must notify their employees of traffic rules.
